CAMBRIA, San Luis Obispo County — October 27, 2026. Cambria Community Services District is looking for an engineering team to revisit key regulatory documents underpinning the community’s water-reuse efforts. An October 8, 2026 request for proposals seeks a five-year update to the district’s Title 22 Engineering Report for its groundwater replenishment and indirect potable reuse project. Qualified consulting firms have until November 19 at 2 p.m. to submit proposals.

Why does the 2014 report need another review?

The district’s original Title 22 report dates to October 2014. Since then, requirements for advanced water treatment, water quality monitoring, groundwater modeling and regulatory oversight have evolved. CCSD also refers to a May 2019 conditional acceptance letter that sets additional operational conditions.

The selected consultant would examine treatment operations, source controls, monitoring, groundwater conditions and possible gaps between the existing report and current regulatory requirements. The scope contemplates coordination with California’s Division of Drinking Water and regional water-quality regulators.

What this does not mean

An invitation to bid for an engineering report is not a notice that a new water system has started operating, that the regulatory agencies have approved a new treatment process or that residents’ current drinking water has changed. It is professional-services procurement to update technical documentation for an existing permitted project.

The district’s September 2026 public communications separately discuss a Coastal Commission decision involving the Water Reclamation Facility. That permit decision and the new engineering-report procurement address different procedural questions.

Who can respond?

CCSD requests professional expertise in indirect potable reuse, advanced treatment, groundwater replenishment and applicable water-quality rules. Firms must follow the full procurement requirements, including references and conflicts-of-interest disclosures; residents should not mistake the November deadline for a public vote or a household application.
